Connect all Outliers to the Capital via the Nether (Portals in a town must be guarded. Portals outside of Outliers [but not too far away] do not need to be)
Build 4-5d6 new stall/stores/other. At least half must be stalls/stores/others. The rest may be to taste.
New Shiny, Old Hat
Build at least 2d6 Houses (4d6 Apartments, 6d6 Slums) inside the Nether Outlier.
Build 1d6 additional Buildings to taste in Nether Outlier.
Further Up, Further In
Build a new Nether Outlier, independent (at least at first) of any Overworld settlement. See previous stage for requirements.
